Statement by Chris Swonger, President and CEO of the Distilled Spirits Council and Responsibility.Org, on the Appointment of J. Neal Insley, as NABCA President and CEO

“The members of the Distilled Spirits Council and I congratulate Neal on his appointment as the National Alcohol Beverage Control Association’s (NABCA) new president and CEO.

“Neal brings to the position a deep understanding of the control state system from his current role at NABCA and as a former chair of the Virginia ABC. He fully understands the careful balance control states aim to achieve in fulfilling the important regulatory and responsibility functions of the control state system, while also generating revenue and providing first-rate customer service.

“We also want to commend NABCA’s outgoing president and CEO, Jim Sgueo, for his incredible career at NABCA, which has spanned more than five decades. The control state system has transformed dramatically during Jim’s tenure as president and CEO with more modern stores, expanded retail outlets and increased hours of operation. Under his leadership, control states have increased sales volumes by 72 percent since 2000, outperforming license states. Jim’s careful stewardship during COVID-19 helped control states navigate challenges presented by the pandemic to ensure ABC workers remained safe while also implementing innovative measures to continue service to the public.

“We stand ready to work closely with Jim and Neal to support the transition and look forward to our continued collaboration with NABCA on responsibility initiatives and control state innovation efforts.”
